Honestly it could be done fairly easily if you really want to. You don't need to learn much coding as there are visual novel/dating sim makers available for that. Of course you'd have to check some forums for specific code relative to what you want to do with the game, but overall if you have the motivation, it shouldn't be too difficult to find everything you need.
Oh I already found a website... that was easy...
